University of Minnesota Founders Free Tuition Program
Always wanted to attend the University of Minnesota? Thought you couldn't afford it? If you are eligible for the University of Minnesota Founders Free Tuition Program, then your tuition and fees will be covered...100%. If you are a Minnesota resident admitted as an incoming freshman or transfer student to the U of M, and you submit a FAFSA, we will automatically consider you for free tuition and fees through this program. Click the link above for details and eligibility requirements.
Residency
If you are a U.S. citizen or permanent resident (green card), you are considered a Minnesota resident if:
- You have lived in Minnesota for at least one calendar year prior to your first day of class attendance, and
- Your primary reason for being in Minnesota is not to attend school.
An out-of-state history, including transfer coursework, graduation from a non-Minnesota high school, and out-of-state work experience, may result in an initial classification of nonresident.
If you are not sure whether you are considered a Minnesota resident, or if you believe that your residency has been inappropriately classified, you can:
- Download our detailed brochure on residency, reciprocity and tuition exemptions. This booklet contains our official policy, and no other information replaces that policy.
- Speak with the residency officer in the Office of Admissions, telephone 612-625-6330 or 1-800-752-1000.
If you have been classified as a nonresident, and want to be classified as a resident, you need to complete our Application for Resident Classification.

Reciprocity
If you are a resident of Wisconsin, North Dakota, South Dakota, or Manitoba, you may be eligible for reciprocity, which entitles you to pay a tuition rate equal or comparable to the resident rate.
Please note: Tuition reciprocity is not automatic. You need to apply and qualify for reciprocity through the higher education office in your state. Manitoba residents should complete the application that appears in the link below.
Please note that students participating in off-campus study, study abroad, or who take time off for an academic year or more must reapply for reciprocity.
For more information about the University's reciprocity policies, you may download our detailed brochure on residency, reciprocity and tuition exemptions. We also have reciprocity question and answer guides for Wisconsin residents, for North and South Dakota residents, and for Manitoba residents.

To be considered for a National Scholarship, submit a complete application for freshman admission by the December 15 priority deadline. No additional application is required.
- National Scholarship - Covers the full difference between resident and non-resident tuition rates each year for four years (preference given to admitted freshmen ranked in the top 5 percent of their high school class)
- Maroon National Scholarship - Covers 50% of the difference between resident and non-resident tuition rates each year for four years (preference given to admitted freshmen ranked in the top 10 percent of their high school class)
Information especially for international students:
Cost of attendance and financial aid
